What the GOBARdhan unified scheme covers
On 6 August 2026 the Union Cabinet approved GOBARdhan as India's National Unified Scheme for Compressed Biogas. It supports the entire CBG value chain instead of a single component:
Assured offtake
A mechanism for guaranteed purchase of CBG, which reduces market risk for developers and lenders.
Stable pricing
A pricing framework that gives revenue visibility over the scheme period.
Capital assistance
Up to ₹2 crore per TPD for eligible greenfield CBG plants, covering core plant and associated machinery, feedstock aggregation and organic manure value addition.
Pipeline & finance
Support for pipeline connectivity to the gas grid, credit guarantees and ecosystem development funds.
CBG blending obligation (CBO)
Demand for CBG is being built into the gas market through a notified obligation for the CNG (transport) and PNG (domestic) segments:
| Financial year | CBG obligation |
|---|---|
| FY 2026-27 | 3% |
| FY 2027-28 | 4% |
| FY 2028-29 onward | 5% |

Important: GOBARdhan registration should not be confused with automatic subsidy approval. CFA/incentive eligibility, rates, deadlines and procedures depend on the applicable MNRE/central/state guidelines in force at the time of application. Always verify against the latest official notification on gobardhan.gov.in and the GOBARdhan unified registration portal.
Biovardhan supports developers with documentation and coordination at every stage, from registration to the incentive claim. See the full 15-step CBG project roadmap.
India's CBG sector status, 2026
As of 13 August 2026, 1,929 CBG/Bio-CNG plants were registered in India, 217 had been commissioned and 357 were under construction (PIB). The gap between registered and commissioned plants shows the main challenge: execution quality, feedstock security and bankable engineering. That gap is where an experienced turnkey CBG EPC partner makes the difference.
Frequently asked questions
GOBARdhan (Galvanizing Organic Bio-Agro Resources Dhan) is the Government of India's programme to convert cattle dung, agricultural residue and other organic waste into biogas, CBG and organic manure. In August 2026 it was approved as the National Unified Scheme for CBG with a ₹23,731 crore outlay from FY 2026-27 to FY 2035-36, under the Ministry of Petroleum & Natural Gas.
Eligible greenfield CBG projects can receive capital assistance of up to ₹2 crore per TPD of installed CBG capacity, subject to the conditions and caps in the notified guidelines.
SATAT (Sustainable Alternative Towards Affordable Transportation) focused on building CBG production and OMC offtake for transport fuel. GOBARdhan takes a broader waste-to-wealth and circular-economy approach. Its 2026 unified scheme combines offtake, pricing, capital assistance, pipeline connectivity, finance and manure value addition into one framework.
No. GOBARdhan unified registration is a prerequisite for availing benefits, but it is not automatic subsidy approval. CFA and incentive eligibility, rates, deadlines and procedures depend on the guidelines in force when you apply.
Yes. Eligible Fermented Organic Manure (FOM), Liquid FOM and PROM produced from CBG/GOBARdhan plants receive Market Development Assistance of ₹1,500 per tonne under the applicable scheme.
The notified Compressed Biogas Obligation (CBO) trajectory for CNG (transport) and PNG (domestic) segments is 3% in FY 2026-27, 4% in FY 2027-28 and 5% from FY 2028-29 onward. This creates structural demand for CBG.
